The Business Problem

EastBay Media is a leading provider digital media and Internet video services and solutions. Headquartered in the Washington, DC area, the company assists Government agencies, universities, broadcasters, and companies utilize digital media technology. EastBay provides expertise in streaming media solutions, webcasting, video hosting, media asset management, conversion and encoding, and digital media consulting.

The US Navy's Naval Media Center contracted with EastBay Media to provide global streaming media distribution for its daily news productions via its Navy NewsStand web portal (www.news.navy.mil). In the past, the streaming video available in the Navy NewsStand website was not captioned, therefore, not Section 508 compliant. A major part of East Bay’s job was also to speed the time it took to make the video available on the website.

One of the first items needed was a tool or set of tools for creating the captioning associated with their multimedia presentations. They chose HiSoftware’s Hi-Caption product to meet this need.

“Prior to using Hi-Caption, the Naval Media Center simply provided the text transcript (teleprompter script) on the website. Users would have to manually scroll through the file while watching the video. It was not the clean, elegant solution we were striving for”, said Brad Pumphrey, President of EastBay Media. “We are utilizing Hi-Caption as a means to allow for the more rapid deployment of captioned video and audio content. Time-to-publish and ease of use were paramount. The navy personnel tasked with creating the caption "SAMI" files are journalists - not web developers. Hi-Caption's straightforward interface allows non-technical staff to create and edit the captioning file with ease.”

The Solution

EastBay Media, is using Hi-Caption from HiSoftware to create synchronized multimedia captioning for their Web content in accordance with the accessibility policy and standards required for Web Sites under the Rehabilitation Act Section 508 and W3C® WCAG 1.0 Priority 1-3 guidelines. Hi-Caption allows users to quickly and easily create and test synchronized captioning for multimedia files.

HiSoftware’s content quality and accessibility solutions product line includes a combination of user-driven interactive desktop solutions that allow developers to test their content for conformance with standards, and server-side applications that provide managers with automated and remote testing. A scalable architecture provides a faster deployment time and lower cost of ownership for the solution set. Used together these solutions enable developers, testers and project teams to verify Web site accessibility in compliance with Section 508, as well as custom corporate-content quality standards. The Bottom Line

EastBay Media has built a custom media player interface using Microsoft® Windows Media® technology. The publishing system was custom built. The project utilizes EastBay Media's global distribution network to distribute the streaming media from 20 locations around the world. EastBay will provide the global distribution network for serving the streaming media files. OmniTec Solutions has built the content management application (web portal) that will serve the SAMI files created by Hi-Caption. Navy journalists and producers will be responsible for using Hi-Caption to create the captions.

According to Mr. Pumphrey, “Hi-Caption allows our government client to quickly and easily create streaming video that is Section 508 compliant. Other tools that assist in creating synchronized captions are cumbersome and require a lot of "cut-and-paste" which slows down the production process.”

These presentations will appeal to a wide range of audiences and are intended to be viewed over the web. Estimates project that over one million visitors will access this streaming media over the Web portal.
